China is militarizing Antelope Reef in the Paracel Islands, expanding its South China Sea military outposts to 21, while simultaneously demonstrating a new tactic of mobilizing hundreds of fishing boats to form massive "floating barriers" for potential combat operations against Taiwan.
Satellite imagery from January 2026 shows substantial changes on Antelope Reef, including new infrastructure and roll-on/roll-off berths, following dredging that began after mid-October 2025, as reported by Newsweek and the Asia Maritime Transparency Initiative (AMTI). This new base could serve as a helipad, radar station, and anchorage for Chinese vessels, adding to China's existing 20 military outposts in the Paracels and seven in the Spratly Islands, where it created 3,200 acres of new land.
The "floating barriers" tactic, observed by ingeniSPACE with 2,000 vessels in December 2025 and 1,400 in January 2026, demonstrates the People’s Armed Forces Maritime Militia’s (PAFMM) coordinated capability to impose control in contested seas and support combat operations, as detailed in a May 2025 U.S. Congressional Research Service report. These maneuvers, including the Justice Mission-2025 exercise, are designed to browbeat Taiwan and rehearse naval blockades, potentially overwhelming shipping lanes and disrupting commercial traffic during a contingency.
Vietnam is also strengthening its infrastructure in the Spratly Islands.
