The United States is considering separate protocols for Canada and Mexico under the US-Mexico-Canada Agreement (USMCA) review, as US trade representative Jamieson Greer stated, citing differing trade imbalances and labor dynamics with each country.
Speaking at the Hudson Institute, Greer indicated that President Donald Trump is dissatisfied with certain USMCA outcomes and aims for a more balanced trade framework. Greer confirmed the agreement retains valuable elements but requires additional country-specific mechanisms layered over its core structure due to distinct import/export profiles and labor situations.
Negotiations will continue before the USMCA Joint Review Meeting on July 1. Washington has resolved many issues with Mexico over the past year but still faces unresolved issues with Canada.
